The CROWN Act did not pass the House last night because of failing to receive the two-thirds majority required for passage via the expedited rules under which the vote occurred. The vote was 235-188, with 16 Republicans joining Democrats to vote yes.(Last Congress, the CROWN Act passed the House by voice vote without objection.)
The bill's co-leads have already vowed to pass the CROWN Act under "regular" House rules, which require the more usual simple majority. Last night's vote shows the bill should meet that threshold.
